Abstract

Abstract
The spectrum of biological risk from global perspective includes: natural disease outbreaks, unintended consequences covered by WHO, than vandalism, sabotage and deliberate use of BW covered by BWC and finally accidents and negligence covered by both. From national perspective, beside mentioned risks spectrum, coordination and cooperation among government agencies such as: health, agriculture, education, police, defense is a growing indispensable need.
Threats with BA includes: pre-genomic era (1940-1989, genomic-era (2003-2020), with advanced (modified) biological agents on the top.
The Republic of Macedonia, as a state party of International conventions and agreements, complements and strengthens the existing international instruments and regimes against proliferation of nuclear, chemical and biological weapons and in particular, improves the capacity of the international community to fight illicit trafficking in nuclear, chemical, or biological weapons and their means of delivery and related materials. Beside number of international conventions and agreements related to UNSC resolution 1540: NPT Nuclear non Proliferation Treaty, The Republic of Macedonia is a state party also to BTWC Biological Toxin Weapons Convention.
Legislation and regulations relevant for fulfilling international obligations of the Republic of Macedonia with regard to measures to control nuclear, chemical and biological materials includes number of Laws. National Assembly adopted amendments to the Criminal Code thus incriminating (Article 407-b) “misuse of
chemical or biological weapons” as a crime against humanity and international law.
Plan for preparedness and responses of the Healthcare system during emergency/ crisis situations in Republic of Macedonia is based on several laws such as: Law on Public Health, Low for Health Protection, Low for Public Protection from Communi-cable diseases, Low for Food Safety, Law on chemicals, Low for Protection and Rescue, Law for Crisis management. System for Crisis Management, includes: Management committee, Risk Assessment Group and Centre (Directorate) for Crisis management.
Preventive Medicine Institutions in R. Macedonia provides effective Communicable diseases surveillance system.
Additional important activities are: HACCP – implementation & control, Accreditation of laboratory procedures, Reports on Confidence Building Measures
National CBRN Team is a challenge, but should be established as a lead specialized agency, as a solution for improving the Coordination and Cooperation on National and Regional level.
