Abstract
By abusing technology and exploiting different instruments
of national power, some states and non-state actors seek to take advantage of the new dynamics in
international relations and, also, seek to accomplish their strategic ends through different legal concepts
and thresholds. Hence, the international law designed under the construct of a strict distinction between
peace and war are facing the serious challenge of becoming permanent instrument for political objectives
against NATO and its member states.Accordingly, this article will first explain how the international environment has
changed and how this change supports the vectors of hybrid threats. Then, we will explore the effects of
the manipulation of international law for political purposes. Finally, we will argue that building legal
resilience is the best way for NATO and its partners to improve their strategic and operational design

while countering hybrid-based threats under international law.
