Abstract

Even though that the Total Quality Management (TQM) philosophy has profoundly entered into many business areas in Europe and other countries as well, the fact that this philosophy is not present enough in Macedonia and other developing countries still stands. It appears that the most critical moment of all is its long duration, when the benefit does not come “over-night”.
Institutions that are providing a regular training and education to all the employees are actually creating better work conditions in may points such as :in order to accept the amendments better, adapt to new conditional, and successfully manage the business processes and functions. All this, certainly benefits the contribution of their sustainable development.
The chance to success goes only to those who learn and educate themselves constantly.
Learning comes as a long-tem process and is a good assumption for achieving a quality, as well as a starting point towards the whole quality management. It is an introduction because it is necessary for gaining the required competences in order to design the quality system within the Macedonian institutions.
This paper suggests a methodology for designing and implementing an educational subsystem as one of the polls of the “house of quality”. This methodology is integral and universal meaning it is applicable to all companies and institutions. Without a given training about TQM philosophy and a continued education provided firstly to the managers and further on to all the employees, the TQM strategy could not be implemented as well as the benefits that come with the quality system.
