Abstract

Our times are marked by important regional changes-economies and political, that set new specific requirement for the development of the transport systems. The integration processes within the European framework constitute one of the major international factors that directly influence the development of the transport infrastructure.
An efficient and effective transport system is a key factor in the creation and operation of a common internal market in Europe and the ongoing development of the transport policy is central figure to its success. Efficient transport infrastructure is fundamental to achievement of freedom of movement across the EU, which is a primary, objective of EU policy.
In order to co-ordinate the efforts of the East-European countries for developing and modernizing their transport systems as part of their successful integration in the European transport network, the roads of the most import international transport corridors in Central and Eastern Europe were defined at the Second Pan-European Transport Conference, held in Crete in March 1994. They were further elaborated at the Third Conference of the European Ministers for Transport in Helsinki, where a new, tenth corridor was considered. The development of the transport axes of paramount significance is conditioned by the opening of the former undeveloped centralized economies to the European and global market.
The present situation in Macedonian transport is not satisfactory, notably in rail, air and combined transport. Macedonia's transitions to a market economy also must result in a shift in transport policy. The strategy of transport development in Republic of Macedonia must arise from internal needs and possibilities, and has to consider external events, chiefly those in the EU. The improvement of transport conditions in Macedonia represents a strategic national issue of first priority and a contribution to the European transport policy. Regardless of the time of its association in the EU, Macedonia must make its preparations in due time to be capable of entering the EU. Transport integration of Macedonia with the EU can be traced directly through linking up the transport systems, and indirectly through the integration of economic and other subjects. Macedonia is significant for EU as a transit country for road, rail and combined transport, specially the connections with Greece, which is a member state of the EU. Therefore, it is expected that Macedonia incorporates an adequate infrastructure, implements the common traffic policy and has an efficient, non-discriminating transit flow of goods, services, capital and people.
