Abstract
Hybrid threats are the buzz word that among others occupies the operational and legal community in the new and changing security environment. Abusing technology and exploiting different instruments of national power some states and non-state actors are taking advantage of the new dynamics in international relations and seek to accomplish their strategic ends through different legal concepts and thresholds.
