Abstract
Accidents and disasters have happened and will occur. The Republic of North Macedonia is not immune and it is no exception when it comes to the vulnerability of natural disasters. Disasters have always caused and will cause human casualties and material damage. But in recent decades, we have witnessed a rapid increase in their intensity in conditions of accelerated climate change and technological progress. Readiness at local, regional and national levels should always be at a high level, in order to prevent a new disaster, without knowing the risk and intensity of it. Therefore, with the required level of capability for anticipating, preventing and managing natural disasters, we will contribute to reducing the damages and consequences of natural disasters.
In that direction, the Republic of North Macedonia, as part of the United Nations International Strategy for
Disaster Reduction, actively contributes to increase and strengthen resistance to what is sometimes inevitable, natural disasters. In doing so, we must be aware that natural disasters, by themselves, do not always lead to disasters, but that catastrophe is first of all, a result of the unwillingness of people and communities to face them. The local government as a pillar of crisis management in the Republic of North Macedonia is aimed at developing a sustainable local system for reducing the risks of disasters, which directly contributes to the promotion of the national crisis management. By effectively and efficiently utilizing the available resources and capacities, local level should provide an integrated, efficient and effective approach to reducing the risks and consequences of disasters through prevention, early warning and mitigation of catastrophe threats.
