Abstract

The crisis in education has been a phrase used for centuries to indicate deficiencies in institutional education. School, as a representative of most widely organized, systematic and goal directed education of children and youth has been the subject of continued criticism from teachers, scientists, politicians, parents, business sector and direct consumers - students. It mainly concerns the requirements for redefining the goals and objectives, contents, organization of pedagogical work and the autonomy of school institutions. In this context, the teacher has been pointed out as a key factor in carrying out the reforms and improving the quality of school education. The paper presents an analysis and elaboration of relevant professional and scientific body which treats the problem - assessment of teachers as a prerequisite for improving the quality of educational work in school. The theoretical-empirical findings indicate several basic determinants that define the quality of the assessment process of teachers and its outcomes: efficacious and effective evaluation of teachers is of essential importance in creating successful schools; goals and outcomes of/form assessment are jointly/mutually useful for both the teacher and the school; the process is accompanied by system communication; the quality of assessment depends on the quality of the atmosphere; and, using a variety of data sources is necessary during teacher assessment.
