Abstract
By abusing technology and exploiting different instruments of national power, some State and non-state actors seek to take advantage of new dynamics in international relations and, also, seek to accomplish their strategic ends through different legal mechanisms. Hence, international law designed under the construct of a strict distinction between peace and war is under the serious challenge of becoming a permanent instrument for achieving political objectives against NATO and its member states. The main argument of our research is that to sustain NATO and its members under these conditions, we need to recognize that “lawfare” is real and ongoing. The politics of international law thus must be fully understood and included in NATO’s calculation of operational and strategic design. Accordingly, this article will first explain how the international environment has changed and how this change supports the vectors of hybrid threat
