Abstract

The Monograph examines International and European standards in the election field from various sources such as OSCE commitments, the European Convention on Human Rights, the Charter of Local Self Government, as well as their implementation in practice by way of comparative examples of members states of the Council of Europe. Free and fair elections in Europe are examined from the human rights perspective trough the eyes of experiencing electoral practice. It conceptualizes European election standards in innovative way, and proposes officialization of an emerging standard of meaningful representation in function of a sustainability of democracy.
