Abstract
The first part of the paper describes other instruments of trade policy such as: 1) Subsidy for other transactions, 2) legal limits on the value or volume of particular imports (a voluntary export restraint, 3) Local content reguirements, 4) Import quota and many other measures, and The second part of the paper provides a framework for understanding the effects of the most important instrument of trade policy and traditional arguments for protection. The effects of the policies on economic welfare are at best ambiguous; two of the policies definitely hurt the nation as a whole, while tariffs and import quotas are potentially beneficial only for large countries that can drive down world prices.
