Abstract
As a WHO’s National coordinator for mental health and substance abuse during „WHO European High-level Conference on Noncommunicable Diseases:Time to deliver – meeting NCD targets to achieve Sustainable Development Goals in Europe, Mental health section“, Yyldyz Hotel, Ashgabat, Turkmenistan, 9–10 April 2019, I discussed about the importance of the implementation of policy of mental health and substance abuse in primary health care policy.
According to WHO`s recommendation: „ Policy and plans need to incorporate primary care for mental health. Advocacy is requared to shift attitudes and behaviour. Adequate training of primary workers is required and primary care tasks must be limited and feasible. Specialist mental health professionals and facility must be available to support primary care. Patients must have access to essential psychotropic medications in primary care. Collaboration with GO, NGO, mental and non mental health organizations, with community, volunteers etc. is also very important. A mental health service coordinator is crucial. Integration is a process, not an event“.
There are 11 years left to reach the SDGs and to achieve target SDG 3.4 on NCDs, and thereby to save millions of lives. The Conference was build on the urgent need for action to save lives and create better health. It was focused on how to move forward at country level and scale up actions to achieve the target, and on sharing lessons learned to close the inequity gap between and within countries. The Conference also addressed how to implement the new decisions made in the Political Declaration of the third United Nations High-level Meeting on NCDs, to include mental health and air pollution in the NCD agenda.
