Abstract
Societies invest a large fraction of their available resources in health
systems; nearly 8% of the global production of goods and services are spent on health. Not surprisingly, there is remarkable interest among policy-makers in having "infonnation on the perfonnance of their health systems. Performance measurement can help them monitor the progress of their own systems over time, and allows them to compare their progress with that of other health systems.
