Abstract

The qualification frameworkof is an instrument for development, classification and recognition of skills, knowledge and competencies in the process of continuous lifelong learning. It is a way of structuring the existing and inclusion of the new qualifications in a framework that covers all the competenciesacquiredatprimary, secondary and higher education. European Commission in March 2005 adopted the European Qualifications Framework (EQF), which envisaged that the countries in the European Union and other countries participating countries in the Lisbon strategy will align their National Qualification Frameworks with the EQF by 2012. Accordingly, the proposed National Qualifications Framework (NQF) should be set in correlation with the levels in the European Qualifications Framework for lifelong learning and the cycles of higher education according the Bologna process. In this way, the NQFs qualifications will receive an initial comparability of qualification systems with other countries that used EQF or are involved in the Bologna process. In early 2009 the Republic of Macedonia joined in thecreation of own NQ Fin order: qualifications to become more explicitand with clearly defined objectives; to facilitaterecognition and nationally and in ternationally mobility and to equalizethe quality of educational servicesproviders. This processat the national levelh as not beencompleted jet, and the paperexplains the advantages and disadvantages of the measures taken to create anational frameworkof qualifications.
