Abstract
In spite of the fact that the TQM (Total Quality Management) has profoundly entered many higher education institutions and business spheres within Europe and abroad, there is still not enough presence of it in Macedonia and other developing countries. Especially critical moment is the durability of this philosophy, as though the results do not come “over night”.
This new TQM strategy regarding quality requires new activities in the area of education of the academic staff, implementing a standardization of each process, inducing statistical process control as for to provide quality and new approach in the costs analyses. All of the aforementioned seeks a scientific, methodological, well-planned approach, persistence and systematic action. At the same time this refers to a drastic change of the attitude of the academic staff, radical changes into the organizational setting, clear defining of rights, obligations and responsibility of each individual.
This paper present a given integral methodology for designing of TQM system within higher education institutions and its implementation into practice of the higher education as well as the activities that ought to be undertaken to build a system in order to provide quality. The efficiency of the TQM implementation depends on the involvement of academic and administrative staff and their motivation.
