Abstract

Waste is one of the isolated factors that directly threaten air, soil, surface and ground water and human health and other living organisms. The increasing amounts of waste, the pressure it exerts on the environment, and the irreversible loss of valuable resources and energy impose the need to introduce proper and sustainable ways of managing it.
Hazardous waste has adverse effects on human health and the environment. It is one of the inevitable outcomes of all human activities, whether it be industrial or agricultural production, health care or everyday life activities. Such a situation requires full knowledge of each segment of its "life" cycle. It involves monitoring the hazardous waste from the moment of its occurrence, through any collection and temporary storage, transportation, treatment to its final disposal.
As it is clear that the modern way of life and work cannot be imagined without waste generation, there is a need to establish a framework that will provide sustainable direction with minimal or no negative consequences. This approach is particularly important in regulating hazardous waste issues, whose uncontrolled discharge into the environment has many negative and long-term consequences. Experiences from advanced Western systems demonstrate that every local community needs to organize and form a survival and development strategy. The application of integrated strategies in the waste management processes makes complete sense that this process improves and enhances the potentials of the community and results in a defined strategic course of action. Because the strategic aspects of the development of participatory waste management solutions empower communities' potentials, and thus their approach to establishing a local development strategy development process can significantly improve their performance. The main purpose of developing a development strategy is to point out the process of developing the ability to tackle today's challenges presented in appropriate waste treatment at the local level.
Environmental and socio-economic aspects of hazardous waste management at the local level in the waste management process is a concept proposal for effective waste management at the local level that includes an inclusive process of all stakeholders across all operational strategies in the process: research strategy and development, financial strategy and human resources management strategy.
