Abstract

In this paper we will give a theoretical review of the terms of international society, state as a subject of international law and terms of political culture. In the political theory, there is no unanimity about the definition of the term politics.

The politics can broadly be defined as the achievement of certain ideas essential to a community. It is above all, the ideas for the common good, justice and general usefulness.

By definition, the foreign politics should be part, a substantial part of the politics that any country or sovereign political entity implements.

We name this politics as foreign politics, but other people call it – international politics, world politics, global politics, international relations, comparative politics.

The state is supreme organization of the humanity today. Feelings that members of this national community nurture towards it are called nationalism.

Sovereignty in turn, allows nationalism to gain political and legal expression in the international society. This means that states, the main actors in the mutual relations, understand themselves as sovereign, which means that they are not subject to any higher political authority. Hence the institutions of the international society, including the law, are designed so that they can respond to the request for sovereignty.

The quality of the practice of political culture is closely linked to the democratic development of a country.

The development of civil society requires development of democratic political culture, formation of a critical public, democratic socialization of citizens, promotion of civil values which in their focus had the citizen.

It is expected that the cultures in the countries in conditions of galloping globalization determinants, can be changed, but it is extremely difficult to detect real cultural transformations. Cultural differences in the countries in terms of accelerated globalization are relevant to the development of democracy too.

The term "democratic political culture" is grounded in the general definition of political culture, as well as, to the term culture, at all. The definitions of the activists for the political culture are directed towards the question of the measurement of the existing political culture - defined as a network of subjective orientations of members of society in relation to the basic elements of the political system: political institutions, processes and values - occurs as a factor (catalyst) of the political transformation, and of the measure, in contrast, of how it acts as an instrument of resistance. In this sense, an essential link is established between the development of democratic political culture and democratic political transformation.
