Abstract

Education is the biggest investment most important determinant for each country in the global architecture of management and entrepreneurship. In such a constellation of global relations, rapid development of technology and advances in science, the Republic of Macedonia after its independence, began reforms in education. Primary education as one of the subsystems of education in Macedonia is crucial mainly because it is first important social context (outside of family), which obtains the relation to knowledge, responsibility and working habits and socialize in a spirit of social values as you develop this system depends on the positive legal regulations and the its structure, but the participants themselves in the educational process.
The educational system of the Republic of Macedonia, primary education is most important, the initial link in the chain of subsystems of education. His alignment with European criteria and practice is important time in raising healthy, self-generation, which in a global society that is ahead will be able to face all the challenges that lie ahead.
Mon trauma in 2001 with the signing of the Ohrid Framework Agreement started the process of decentralization and devolution of power to local governments.
This paper will explain the concept of decentralization has been implemented, and the impact of local government in particular the role of mayor in the management of educational institutions. How the Mayor, through positive legislation, together with the directors (managers) and their professional services, manage to solve everyday problems and challenges that inevitably brings progress.
