Abstract
In this paper is analyze the democratic capacities of municipal authorities, the relations that exist between them, democracy in the process of decision-making and public policy, the capacity of local units and the role of civil society in local democratization. The paper is based on data obtained through interviews with mayors and presidents of the municipal councils, analysis of the results of surveys and analysis of official documents.
