Abstract

IAEA AFRA TC in the last years is initiating in cooperation with its international partners and technical and expert’s staff from other IAEA departments the need of establishing the Master Program (MSc) and Postgraduate Diploma (PGD) in African Member States. This proposal aims to contribute to ongoing efforts by Member States in Africa to address the importance of Radiopharmacy in development of Good Radiopharmaceutical Practice in Nuclear Medicine and Departments and all institutions involved in the production, control, distribution and research of radiopharmaceuticals by promoting e-learning program in a combination of traditional teaching and practical work that provide effective, low cost educational opportunities to all professionals in a field of Radiopharmacy. The first component of the project will be to establish e-learning platform designed as an innovative learning apparatus that, working alongside conventional teaching methods, integrates education in all aspects of Radiopharmacy into the curricula being offered by IAEA at existing African education and training institutions. Through the e-learning platform , students will have access to learning materials that can be used at their own pace, either alongside other course work, or as a means for practicing health care professionals to refine or update their knowledge base. The ease of access and affordability offered by the e-learning platform will allow for more learners to receive training and knowledge in all aspects of Radiopharmacy , thereby increasing the number of radiopharmacy professionals available in participating Member States. To make the e-learning platform a reality, IAEA is promoting the establishment of a African Radiopharmacy Training network to consolidate programs that currently exist in some African countries, thereby increasing local capacity for training and creating a solid support base for the e-learning platform in a future. By bringing together countries with similar radiopharmacy training goals and university education (postgraduate MSc and PDG) Africa will have the opportunity to harmonize regional policies regarding health care credentials, helping to standardize the path that aspiring African Radiopharmacy professionals must take to reach certification and /or diplomas. IAEA was officially initiate consultancy meetings regarding the implementation of the recognized education and training for Radiopharmacy during the period of 2012-2015 with the experts in the field, discussion about the important topics and syllabus. During the same period Annual Stakeholders Coordination Meeting, it was agreed that e-learning program shall be embedded in existing African education and training institutions (Professional, Academic and Vocational) and programs should be developed in tandem with these institutions and national accrediting bodies, and thus lead to formal recognition. Participants also stressed that any credentials the individuals get will be from those African institutions and not from the IAEA. The results on the evaluation of the “proof of content” during the several regional training courses including the two months Certified Training Course in Radiopharmacy organized by Goce Delcev University, Stip, in collaboration with the University Institute of Positron-Emission Tomography in Skopje, Republic of Macedonia have strongly demonstrated that it´s important to build this learning platform among countries considering the capacity of the African training networks and infrastructures. That means, existing contents might be applied to each country in collaboration with universities, clinical and educational references. The first year (first 12 months) of the e-learning program will include the culminated in a test exercise aimed at evaluating and review of the proposed syllabuses, creating the system of develop teaching material – different combination of video lessons, ppt presentation, education videos, pictures, written material, video conference, depending on the topic, reviewed by universities 'professors and IAEA and other worldwide international experts. In the same time the group of students from both universities will be nominated as the “end users” and to test whole teaching material created for the e-learning platform. The last six months will be dedicated to the installation of the e-learning material in the e-platform in the Goce Delcev University, Stip, in the University in Ferrara, Ferrara, Italy and in the 14 month installation in one African Country (as proposed Kenya or Tanzania). The conformation of the installation will happen in 16-18 month of the project duration. One of the aims of this project is also to create an initial group of trained professionals who have been prepared to train the next wave of professionals, either virtually or in person, using the contents and resources provided in the course. The key concept underlying this model is to provide the first participants with a series of training resources (virtual, mobile, and paper-based) that can be used as educational support materials for all subsequent training activities carried out by these new trainers in their respective regions. To the extent possible, the use of the course’s virtual modality will be encouraged in order to share knowledge with each other to improve their training and abilities in the field of Radiopharmacy The System we want to provide will meet the technical requirements of the IAEA specifications. In particular, the IAEA syllabus will be reviewed and updated by a team of national and international experts on the matter specially assembled for this purpose. The Syllabus will be appropriately and differently minded for the PGD and MSc programs respectively. The students, in order to be enroll able, they have to possess suitable qualification and to pass an admission multiple choice questions (MCQs) exam. Once enrolled, the student will be trained online by attending video-lecture, reading documents, assisting to practical laboratory video-sections etc. especially designed for the e-learning program. To pursue the program, the student shall comply a series of preparatory midterm online and written exams. At the end of the program, the student shall pass a final online exam in order to obtain the Degree. Each program is associated to appropriate ECPS, according to academic standards, in terms of contents and hours. 1.2. OUR SOLUTION FOR THIS PROPOSAL Our experience in creation and delivery of e-learning courses in our university and as well in a collaborative university in Ferara allow us to develop best methodology in this project, considering the real needs of the participants since the first beginning of the design. Local referents as authors, reviewers and tutors are an essential key of the success of this kind of projects. The expertise in the field of Radiopharmacy and already recognized teaching staff demonstrate the strong professional knowledge and understanding of the goal of that project and need of the unified education and training of the professionals working in Radiopharmacy in African countries. Already accredited University Master Program in Goce Delcev University and University of Ferrara can guaranty the quality of the proposed project. The e-learning solution might be complementary to existing national education systems and curricula. Key representatives from the stakeholders’ countries may be involved in the project during the period of testing or warranty. Each module is a “basic unit of knowledge”, that is, it comprises a group of minimum competencies and knowledge about a subject. Each module can be used independently or in combination with other modules or training resources. Professional students can select the module and the time that best suits his/her professional needs. Students will have access to the materials to be used at their own pace: the material can be studied with other course work, or it can be used to update participants’ health care knowledge. The e-learning solution, which was created with a modular design, allows the course to be easily expanded to include additional training products (delivered in person, virtually, or through a tutor…) and to be adapted to professional profiles other than radiopharmacists, for example, other nuclear medicine physicians, medical physicists, technologists, radiographesrs, managers, etc.
