Abstract

The efficient managing with the human recourse, is the main basis for a successful organization. The latest research suggests that the human is the most important resource for achieving the goal of the organization. Therefore, the state as an organization establishes public policies, through its own strategies, which in the further implementes by the state government, local governments and other institutions. The bodies of local authorities in order to successfully implement these policies should foresee in their strategic plans the development of programs, sub-programs and action plans for implementation. There are many criteria that can be used to help decide on the most appropriate strategy: Social criteria: distribution of costs and benefits, gender issues, socio-cultural constraints, local preferences and motivation, benefits to target groups, potential ‘champions’ of a project Environmental criteria: environmental impact, environmental costs versus benefits, potential for environmental improvement Technical criteria: appropriateness, use of local resources, technical feasibility and sustainability Institutional criteria: existing institutional capability, contribution of strategy to capacity building, leadership Financial and economic criteria: cost benefit, cost effectiveness, financial sustainability (recurrent costs) The purpose of this paper is aimed at analyzing the management of the human resources in the local government as affecting the implementation of local public policies. So, without trained staff, knowledge and skills we can not expect that we will have effective implementation of a public policy. Guided by the objective of this research, the subject of this paper is aimed at analyzing the behavior of the local public officials toward the management of the human resources, as reflected on the effective implementation of local public policies. Therefore, the labor on one hand refers the analysis of legal acts as a relevant subject of this research, and on the other hand presents the research results obtained using the qualitative method, 30 interviews and 200 questionnaires on subjects of public servant, in the local government in the country. Indicators of this research are in relation to the initiation and implementation of policies in the local government and training for human resources in the municipalities responsible for policy implementation. The research results indicate that 80% of municipalities are staffed with competent people from the human resources management. Also, there are established organizational units for strategic planning and policy. It should be particularly emphasized that misfires evaluation of policies through which one can see the lack of effective management of human resources for the success of policies. As a recommendation of this paper there is a necesity for equipping local governments with trained human resources, training of human resources and policy of Mayors. Necessity of hiring experts who will evaluate the policy responses that will provide expert guidance on evaluation teams is also imperative.
