Abstract

I Purpose

These “Terms of Reference” outline the responsibilities and working procedures for the Public Information Working Group (PIWG) of the Civil-Military Emergency Plann
• To build a network of public relations / communications professionals within the SEE region.
• To develop active relationships with media representatives.
• To develop a regional communications plan involving both proactive and reactive responses, public information campaigns, and detailed media training.

III. Scope
The strategic communications is essential in how public relations officers disseminate key messages to strategic audiences through the media. The PIWG, in conjunction with subject matter experts from other working groups, will develop a region / national emergency communications plan / strategy that should facilitate timely and effective responses to key audiences. They include topics such as, inter alia civilian-military emergency planning terminology, standards and procedures to prescribe content and routing of strategic messages to appropriate audiences. Media training will aid in any public relations campaign and will aid emergency responders and agency representatives to speak to the public with accuracy. During CMEPC SEE exercises, media events will be included into the scenario for training purposes as well as into WG activities.

The exercise and training programs will focus on preparing the emergency staff to respond, via the media to disasters both in accordance with the established public affairs guidance.

The WG’s activities should be made available to member nation authorities initially on the Partnership Information Management System (PIMS).
