The financial crisis, collapses of financial markets, deep recessions, increasing rates of unemployment as well as the rise of social discontent represent signs that the time has come for crucial change in the priorities of general economic policy governed by the states. In that context, the fiscal policy which is considered as an integral part of the general economic policy, has undergone modifications of its role and overall objectives.
